Scoring v2 Backfill

Adds scorePercent_v1, scorePercent_v2, scoringModelVersion, and scoringBackfilledAt to every historical inspection record. The legacy scorePercent field is preserved verbatim — UI continues to show v1 scores until the Deploy B cutover. Safe to re-run (idempotent).

Reset All Inspection Data

Permanently deletes all completed inspections, in-progress inspections, cached checklists, pending photos and signatures across ALL months and ALL users. User accounts and system settings are not affected.
